No e-bikes for kids in Chula Vista
The Chula Vista City Council has approved a new ordinance regulating electric micro-mobility vehicles, reinforcing the city’s commitment to public safety and sustainable transportation.
The ordinance establishes operational rules and age restrictions while aligning with California state law. Electric micro-mobility vehicles are defined as lightweight, low-speed electric vehicles such as electric bicycles, motorized scooters, electrically motorized boards and low-speed neighborhood electric vehicles.
The ordinance does not apply to individuals with disabilities using mobility devices.
Under the ordinance, no person under the age of 12 may operate or ride a Class 1 or Class 2 electric bicycle in Chula Vista. Adults are prohibited from knowingly allowing children under 12 to operate these devices.
Electric micro-mobility vehicles are banned on sidewalks in all business districts and in any area where signage restricts use. Class 3 electric bicycles and motorized scooters are prohibited on any sidewalk in the city.
Motorized scooters may not be operated on roadways where the posted speed limit is 40 miles per hour or greater. Individuals under age 18 are not permitted to transport passengers on any electric micro-mobility vehicle. Riders under age 18 must wear a properly fitted and fastened bicycle helmet.
“This ordinance strikes a balance between embracing modern mobility solutions and ensuring the safety of all road users, especially our youngest residents and pedestrians,” said Councilmember Michael Inzunza. “We are creating a safer, more predictable environment for riders, drivers, and pedestrians alike.”
The city will continue working with micro-mobility vehicle providers, local businesses, schools and residents to support a smooth rollout and public education campaign before enforcement begins.
The City Council will consider the ordinance for a second reading on July 22. If approved, the regulations would take effect 30 days later.
