Charter school honored
Mueller/Bayfront Charter School in Chula Vista has been named to the 2025 California Honor Roll by the Educational Results Partnership, a statewide recognition that highlights high-performing public schools demonstrating exceptional academic growth and success in closing achievement gaps. For Principal Melinda Jones and Executive Director Dr. Maureen DeLuca, the honor reflects years of steady, intentional work rooted in strong relationships, data-driven instruction, and a whole-child approach.
Jones said the recognition is meaningful because it affirms the school community’s shared commitment to academic excellence and continuous improvement. “Being named to the 2025 ERP Honor Roll is a meaningful recognition for our entire school community,” she said.
“It highlights the academic growth, resilience, and collaboration of our students, staff, and families. We are proud of the hard work that brought us here.”
School leaders pointed to several key instructional strategies that have helped drive student progress, particularly in English Language Arts and science. Mueller’s teachers serve as instructional leaders and work closely with GLAD-certified on-site coaches and the WRITE Institute partnership through the San Diego County Office of Education. Experiential learning is central to the school’s philosophy, helping students connect classroom concepts to real-world experiences, whether through community partnerships, hands-on projects, or the use of the school’s Planetarium.
Maintaining high expectations is a collaborative effort. Instructional teams closely monitor data cycles and use formative and summative assessments to adapt instruction, from whole-class lessons to small-group supports and targeted interventions. Academic intervention teachers regularly push into classrooms to provide additional help in language arts and math, while instructional coaches guide weekly grade-level collaboration and ongoing professional learning.
Families also play a significant role in student achievement. As a community school, Mueller intentionally creates ongoing opportunities for teacher, student, staff, and family feedback — from home visits to parent advisory groups and schoolwide leadership teams. Students themselves are empowered through a schoolwide literature and writing project that brings the entire campus together around a shared theme.
This year’s recognition carries special weight. Along with earning a place on the Honor Roll, Mueller Charter was recognized for the third time by the National Center for Urban School Transformation in 2012, 2020, and 2025. School leaders say the distinction reinforces the long-term dedication of teachers, students, and families alike.
“This year’s recognition feels especially meaningful because it affirms the long-term commitment that drives our work every day,” Jones said.
The school has seen particularly strong growth among English Learner and Long-Term English Learner students, both of whom showed notable improvement in English Language Arts compared to the previous year. Reductions in chronic absenteeism also reflect the school’s efforts to keep students engaged and supported.
Mueller’s Resiliency Monitoring Process — recognized as a promising practice during the school’s 2019 California Distinguished School award — remains one of its most impactful innovations. The model looks beyond academics to consider attendance, behavior, social-emotional needs, and challenges faced by foster youth, homeless youth, multilingual learners, socio-economically disadvantaged students, and those with health concerns. The system helps educators develop a holistic understanding of each student’s needs and coordinate interventions more effectively.
Looking ahead, the school plans to build on its momentum by deepening student-centered practices such as leadership notebooks, goal setting, and student-led conferences. Teachers and students alike have expressed pride and renewed motivation since learning of the Honor Roll recognition.
As the school wraps up its first trimester, leaders say the message to families is simple: their partnership matters.
“We want our families to know that we are here for them and that their partnership means everything to us,” Jones said. “Our goal is to ensure that every student, and every family, feels connected, supported, and equipped with the tools they need to thrive.”
