C.B.P keeping close eye on flowers crossing border

by Xiomara Gerardo

As Mother’s Day approaches, U.S. Customs and Border Protection is reminding travelers of flower import restrictions at the U.S.-Mexico border to prevent the spread of pests and plant diseases.

CBP agriculture specialists at the San Diego Field Office say there is typically an increase in flower imports during the holiday, raising concerns about invasive species and crop threats. Some flowers and greenery commonly found in bouquets may harbor pests or diseases that can harm U.S. agriculture.

Chrysanthemums, for example, are prohibited at passenger border crossings from Mexico due to the risk of Chrysanthemums White Rust, a fungal disease that possesses a threat to domestic growers. Soil from Mexico is also banned because of the potential for soil-borne pests. Plants intended for growing must have appropriate permits.

While many flowers, including roses and carnations, are generally permitted after inspection, CBP officials carefully examine each bouquet. The process includes shaking flowers to dislodge insects and using magnifying tools to check for contamination. If pests or diseases are found, samples are sent to the U.S. Department of Agriculture for further analysis.

Certain types of greenery, such as Murraya (orange jasmine), are also restricted. Murraya can carry the Asian citrus psyllid, a pest known to damage citrus crops. If detected, entire bouquets containing the greenery will be confiscated.

Travelers are required to declare any agriculture products, including flowers and plants, upon arrival. Even when only a small number of inspections reveal problems, authorities warn that a single invasive species can lead to significant crop damage and economic loss.

CBP encourages travelers to review current guidelines at cbp.gov under the “Bringing Agriculture Products into the United States” section. Additional resources are available in the “Know Before You Go” guide.
