New senior housing reaches milestone

Community leaders and project partners gathered to celebrate a construction milestone for Congregational Place, a new affordable housing development for seniors in Chula Vista.

The topping-off ceremony took place at the construction site on 305 E St., where a 56-unit affordable housing complex for older adults is nearing completion. The event included remarks from project leaders, a beam-signing by attending and a tour of the site.

Congregational Place is the second development of its kind in Chula Vista. It is being developed through a partnership between Retirement Housing Foundation (RHF), Community Congregational Development Corporation (CCDC) and Consolidated Contracting. The project will also feature a 2,083-square-foot PACE (Program of All-Inclusive Care for the Elderly) clinic, operated by San Ysidro Health, providing integrated health services for income and age-eligible seniors in the South Bay area.

“This new community is the result of a significant, multi-year collaboration; government, public companies, and nonprofit organizations coming together to make something happen that everyone agrees is a critical need in this community,” said Stuart Hartman, President & CEO of RHF.

Speakers at the event included Hartman, Ruth Jones, president of CCDC and Veronica De la Rosa, interim CEO of San Ysidro Health. The Office of Chula Vista Councilmember Jose Preciado also participated in the ceremony.

Congregational Place aims to address the growing need for affordable housing for older adults. California ranks last in the nation for senior affordability, according to America’s Health Rankings. In San Diego County, 26% of the homeless population is over the age of 55.

The development is expected to bring stability and healthcare access to seniors in a region where the high cost of living continues to challenge those on fixed incomes.
