Free computers earmarked for Foster Families
For many foster youth across San Diego County, a computer is more than a tool — it’s the difference between falling behind and finally keeping pace. On Dec. 5, that gap narrows significantly as the County of San Diego and the San Diego Futures Foundation distribute 125 free refurbished computers to foster families in an effort designed to expand digital access and educational opportunity for those who need it most.
The partnership between the County and SDFF stretches back more than two decades. In 2001, the County Board of Supervisors designated the Foster & Adoptive Resource Family Services Program (now called Child and Family Well-Being) to collaborate with SDFF, leading to a formal Memorandum of Understanding that launched the first pilot distribution events. What began with just five events in 2001–2002 has since evolved into a long-standing initiative delivering thousands of devices to foster youth, relatives, and extended family caregivers.
According to Brandon Harrison, executive director for SDFF, the County’s Child and Family Well-Being team identifies all recipients based on need and eligibility.
“These families and youth are selected because technology access will make a real difference in their lives,” Harrison said.
That difference is substantial. For many foster youth, inconsistent access to computers has long created a “homework gap,” forcing them to rely on library or school devices that aren’t always available. Having their own computer means the ability to complete assignments at home, conduct research, apply for college or jobs, participate in virtual mentoring, and stay connected with teachers and supportive adults.
“We expect a profound impact,” Harrison said. “These computers level the playing field.”
Each device is equipped with licensed operating systems, productivity software, and essential tools such as Microsoft Office or open-source equivalents, along with web browsers needed for school-based platforms. Families also receive quick-start guides, troubleshooting tips, and access to free digital literacy resources. SDFF connects eligible households with discounted internet programs, including the Affordable Connectivity Program, ensuring the new hardware can be fully utilized.
The distribution is part of a broader strategy to close the digital divide—a long-standing, multi-billion-dollar challenge that affects low-income and vulnerable communities across the region. Earlier this year, the SDFF appointed Harrison as executive director to help drive that mission forward. His background in logistics, nonprofit management, and operational oversight at the San Diego Workforce Partnership, along with his work with National University and the Elementary Institute of Science, brings a new level of structure and regional coordination to digital equity efforts. Harrison will be on site on Friday to help welcome families and support volunteers.
Beyond the impact, the distribution is expected to offer powerful, emotional visuals. Volunteers will load computers directly into vehicles, and families cleared for participation will be available for on-camera interviews to share what the device means for their child’s education. Many of these young people have never had access to a personal computer at home.
“You will capture the moment a child receives a gateway to educational success,” Harrison said. “Those unscripted reactions say everything.”
The community also plays an important role. SDFF accepts donations of functional devices for refurbishment, along with volunteer support for digital literacy programming and financial contributions to help cover software licensing and operational costs.
As San Diego continues to push for digital inclusion, the event is a reminder of the power of partnership — and the transformational impact of a single piece of technology in the hands of a young person who simply needs a chance.
