Chula Vista seeks eatery operator for coming year

The city of Chula Vista announced a Request for Proposals for a café or restaurant operator to occupy a 6,000-square-foot space in the Millenia Library and Office Building, which is currently under construction and scheduled to open in summer 2026.

The space will be located on Level 1 in the main lobby entry on the northwest corner of the building. It is intended to serve as a key amenity for what will be the city’s first new library since 1995. The 168,000-square-foot facility will include a 60,000-square-foot multi-use library on the first and second floors and will host prospective tenants such as San Diego State University and the Chula Vista Entertainment Complex.

The city is seeking an experienced and community-minded operator to design, construct and manage a full-service food and beverage establishment with indoor seating. Proposals must include consistent, high-quality customer service and operations at a minimum of seven days a week, from 9 a.m. to 5 p.m. Additional hours are highly encouraged.

Concepts featuring locally sourced food and sustainability-focused practices are strongly welcomed. Proposers may also include an optional wellness component, such as yoga or Pilates, in line with the city’s vision for a dynamic, inclusive public space that supports education, innovation and well-being.

The selected operator will enter into a lease agreement subject to approval by the Chula Vista City Council.
